The question

The country of Valtera has a crude birth rate of 42 per 1,000 people per year and a crude death rate of 17 per 1,000 people per year. Assume no immigration or emigration. Most of the country's food is grown on 200,000 hectares of irrigated farmland. Each hectare of crops needs 5,400 cubic meters (m³) of water to reach the plants' roots each year. The farms currently use flood irrigation, which is 60% efficient (60% of the water applied reaches the roots). Drip irrigation is 90% efficient.
